I think they do have the votes except for one person who was absent yesterday and she was one who had voted yes before and they need her vote today.  She is Loretta Sanchez, and she is reportedly in the House today.

Yesterday's speech by Pres.Obama was quite effective in convincing more Dems.. It was one of the most heart-felt speeches I have ever heard from the President.


If the Bill passes, I hope they continue to work on it to improve it and especially to include public option... in the years to come.

If it does not pass, it is likely dead Bill for the next 3 years.. and possibly no Dem will dare touch it in 2012; and it may stay unaddressed for 2016, when the only person likely to have the real gumption to propose something anywhere close to UHC is going to be Hillary Clinton. 

Everyone is talking about rates going up under this plan. I think people are missing the point; rates will go up AT A RATE SIGNIFICANTLY LOWER THAN IF IT DOES NOT PASS.

Yes, I am confused as hell on the overall cost of the plan. 

In reading the bill, I am not too concerned about the things being created. There is a major effort there to curb insurance companies and some closer look at doctor-owned hospitals to prevent "conflict of interest" (my words) in how they prescribe "care/diagnostics/treatment" (my words).

As to the process, the reconciliation bill is being passed first and then the Senate bill, so more Dems are comfortable with the Senate bill as the reconciliation is a given already.  The reconciliation fixes bill has to go to the senate but is protected from filibuster in the senate; more than 57 senators have signed paper committing to pass it. So, that is quite in the clear.

Very likely that this is going through today... may be tomorrow on reconciliation bill through the Senate.

I think the next step is to focus on what additional changes we want to see.  Ahead of that, I hope we can get a real condensed version of the bill+conciliation. I am still looking for it.... If you find it, please post. Thanks.

Calif. Rep. Loretta Sanchez will show up to vote, her office says. While she’s given indications that she’d vote no, she was a very late “yes” last November. Meanwhile, Virginia Rep. Rick Boucher, who had been a solid no until a few days ago, now says he’s “undecided.” There are 206 yes votes, 207 no votes along with perhaps 9 Stupak Democrats and 9 undecided Dems, Firedoglake now says.

Meanwhile, a noon Stupak press conference was canceled. There was speculation that the remaining pro-life Democrats were going to accept the executive order solution. They still might. Also, if Sanchez, Boucher and the other undecided Democrats vote yes, Pelosi would need just one more Stupak Democrat to get to 216.

Update: Stupak says he has eight members. But it's not entirely clear if that includes Stupak himself. That matters because eight Stupak Democrats opposed to the health care overhaul would leave no votes at 215. The general sense is that Pelosi will get her 216 "yes" votes."

Must-See TV

Oh, wow. I was watching John Boehner doing his Glenn Beck imitation, demanding a one-by-one vote to delay reform by an hour or two, and considering bailing out — but then … a standing ovation as Nancy Pelosi walks in.

History as we watch.

Her speech started off a little awkward — but it’s getting more and more passionate. Anyway, the world will little note nor long remember what they say tonight. What matters is what they do tonight.

We’ve seen this stone get rolled up the hill, then slide back down, so many times. I almost expect lightning to hit the Capitol.

But it’s really happening.

 and the Stupak group sold out the nation for an executive order that is completely unenforcable.  The president can't make an executive order for an already existing law.

The Stupak group was just looking for cover and they should be ashamed of themselves.

Combination of H.R. 3590 (Senate Bill adopted) + H.R.4872 (Reconciliation Bill) =  Pres.Obama's version of Health Care bill has passed the House of Reps.

I think there is a step for the H.R. 4872 (Reconciliation Bill) to be passed by the Senate.. and that may happen sometime this week - Sen.Harry Reid has reassured the Reps that he has the votes to pass this.

Meanwhile, Pres.Obama is likely to sign H.R.3590, probably as early as tomorrow.

The Clintons and health care: It was their issue, their passion and their failure in the '90s. This time around, both President and Secretary Clinton worked behind the scenes to get it done, giving pep talks and campaign speeches and, in Hillary's case, calling one stubborn Democrat as the clock ticked down to Sunday's vote.

Hillary has been almost completely out of the public eye. It's certainly benefited the White House -- which has for months refused to discuss the Clintons' level of involvement -- to keep someone who once brutally attacked President Obama's health care plans out of the debate.

So she extended a hand privately. She was reportedly called in as a closer over the weekend, making last-ditch appeals to difficult lawmakers. She called Rep. Stephen Lynch (D-MA), a surprise holdout who refused to vote for the Senate bill even after a one-on-one meeting with President Obama. (Lynch ended up voting against the Senate bill but for the reconciliation package.)

The White House kept her in the bullpen, she told CNN in February, taking the mound only when needed.

"When I am asked, I am very happy to respond. I mean, it's not anything I have direct responsibility for, but I have had a number of conversations and both in the White House and on the Hill and with others who are playing a constructive role," she said. The New York Times also reported that she made calls to on-the-fence lawmakers as the Senate neared its Christmas Eve vote.

Bygones indeed seem to be bygones. In 2008, some of the nastiest attacks between Clinton and Obama were over health care. After John Edwards dropped out, she said she was the only candidate who cared about universal health care.

Obama, in turn -- and now rather ironically -- dismissed Clinton's ability to get health care passed because she was too polarizing.

So Bill Clinton has been much more visible than his wife, serving as the Democrats' own inspirational speaker. In November, he inspired Senate Democrats to fight on after months of tough fighting.

"His message was very simply it is so important that this be done, that there are so many people, I think 30 percent of the population he said at one point or another, don't have any health care coverage," Sen. Dianne Feinstein (D-CA) told TPMDC at the time, "and so the ability to fix the problem is really upon us."

In January, he implored the House to forge ahead while they had the Senate votes.

Clinton's remarks were, as House Speaker Nancy Pelosi described, "master class."

Asked after the meeting how he would feel if it passed, he told reporters he'd be "one happy fella."

"Maybe Hillary'll be the happiest person in America, I'll be the second happiest person," he said. "Even more than President Obama."

I have not read these, but I can bet some of these are pretty good. I wish they had put them forth as regular bills and not as amendment to Reconciliation... because all this will do is cause the Dems to vote 'no' on each of them.. and close them out.

The only objective here is to amend the reconciliation and send it back to the House for yet another vote. That's what is going on.

It is painfully slow.. we are now at Sen.Hatch's first amendment.. that is about half-way point in the list.  I doubt they will get to the Reconciliation bill by tonight. They will still be on this set of amendments tomorrow morning, when I expect the Republicans will introduce more amendments! What a zoo!

Senate GOP backs off; healthcare ‘fixes’ could pass Thursday

Senate Republicans have backed away from a plan to offer hundreds of amendments to slow the passage of healthcare reform fixes under budget reconciliation.

This means the Senate will finish work on House-demanded changes to healthcare reform law sooner than expected.

Senate Majority Leader Harry Reid (D-Nev.) had hoped to finish the process by Friday or Saturday but now Thursday afternoon appears a possible end-point.

Special budget rules known as reconciliation limit floor debate in the Senate to 20 hours and enable the majority party to pass legislation with 51 votes.

But the rules do not limit the number of amendments that can be offered once debate has expired.

Senate Republicans had threatened to offer scores or even hundreds of amendments to keep the healthcare legislation from getting out of the chamber.

But GOP lawmakers have decided not to employ the dilatory tactic and instead call for votes on substantive amendments.

“We’ve decided that offering 200 or 300 amendments doesn’t make sense,” said Sen. Jim DeMint (R-S.C.), one of the Senate’s leading conservatives. “The leadership has asked us to focus on substantive amendments.”

DeMint predicted the voting could wrap up by Thursday afternoon.

I received a couple of emails from John McCain and I replied him and asked him to put Country First and not waste Senate time in these amendments... ... but to be sure to take up on Tort reform AFTER the Reconciliation bill goes through. We shall see.

My Congressperson has also written to me and I have to write response. I will ask them to work toward adding a limited public option for the way down on luck people. We need that where people totally cannot afford it... and have no income, no assets... those who are still not covered in what has been passed. They still need a solution.

Senate Republicans learned early Thursday that they will be able to kill language in a measure altering President Barack Obama's newly enacted health care overhaul, meaning the bill will have to return to the House for final congressional approval.

It appeared initially that deleting the provisions, dealing with Pell grants for low-income students, should not cause major problems for Democrats hoping to rush the bill to Obama and avoid prolonging what has been a politically painful ordeal for the party. Democrats described the situation as a minor glitch, but did not rule out that Republicans might be able to remove additional sections of the bill.

The president, who signed the landmark legislation into law on Tuesday, was flying to Iowa later in the day for the first of many appearances he will make around the country before the fall congressional elections to sell his health care revamp.

Obama was appearing in Iowa City, where as a presidential candidate in 2007 he touted his ideas for health coverage for all. His trip comes with polls showing people are divided over the new health law, and Democratic lawmakers from competitive districts hoping he can convince more voters by November that it was the right move.

As an exhausted Senate labored past 2 a.m. on a stack of GOP amendments, Jim Manley, spokesman for Senate Majority Leader Harry Reid, told reporters that Republicans consulting with the chamber's parliamentarian had found "two minor provisions" that violate Congress' budget rules.

Republicans have been hunting for such violations in hopes of bringing down the legislation. Democrats had also been consulting with the parliamentarian, Alan Frumin, and hoped they had written a measure that would not be vulnerable to such problems.

The two provisions are expected to be formally removed from the bill on Thursday. Manley said he expected the Senate to approve the measure without them and send it to the House. He said Senate leaders, after conversations with top House Democrats, expect the House to approve the revised measure.

The Senate scheduled passage of the health bill for Thursday afternoon. Both chambers are hoping to begin a spring recess by this weekend.

Besides reshaping parts of the landmark health overhaul, the legislation transforms the federal student loan program — in which private banks distribute the money — into one in which the government issues the loans directly. That produces some federal savings, which the bill uses in part to increase Pell grants to needy students.

Democratic aides said the problematic provisions deal with protecting students from future cuts in their grants if Congress does not provide enough money for them. They violate budget rules because they do not produce savings, one aide said.

The development came as the Senate completed nine hours of uninterrupted voting on 29 GOP amendments to the legislation. Majority Democrats defeated every amendment.

This is like ping pong! LOL  Hey, we watch more C-SPAN!  It was on until 2:45am this morning in the Senate with 24 amendments to the Reconciliation bill; they had 29 amendments, may be more being added today.

So, what is happening with this is the Amendments will be revised with two modifications for the 'defects' found by the Parliamentarian, and any other changes that the House wants to make and then passed in the Senate and then sent to the House for passage there.

Senate has resumed voting on the Republican amendments to the Reconciliation bill, with Sen. Kirstin Gillibrand presiding over the session officiating the rules.

Vote on the Reconciliation bill is expected at around 2pm.

Sen.Ensign introduced a NEW amendment. They have to read it yet!  This is the 30th amendment they are voting on.

I like the amendment that Sen.Ensign introduced to some degree. It is that the volunteering doctors cannot be sued.  On the flip side, does the consumer know they are going to a volunteering doctor? I dont know.

31st amendment being introduced by Sen.Coburn.  He is introducing something about Veterans right unrelated to health care.  Voting has begun on the motion to waive the Budget Act and consider this.

Senate will vote on the Reconciliation bill at around 2pm (including the two mods to correct the 'defects') and the House will vote on the reverted Reconciliation bill this evening at around 5pm.

Reconciliation Bill that originated in the House and passed in the Senate with two amendments for parliamentary requirements and reverted to the House got passed yesterday despite 39 GOP amendment proposals intended to delay/derail the Reconciliation bill. 

The Reconciliation Bill was signed by the Speaker of the House [Wow! Nancy Pelosi is 70-years old? Wow! She sure look great for her age!] and sent to the WH . Pres.Obama is set to sign it on Tuesday in Northern Virginia Community College
