New Delhi, Jan 8 (PTI) Security agencies probing the footprints of terror suspects David Headley and Tahawwur Rana in India may file a chargesheet against the duo by this month- end for allegedly waging a war against the country.
Sources in Home Ministry said the investigations against the duo is likely to be completed by this month after which a detailed chargesheet against them will be filed by the National Investigation Agency (NIA).
The NIA registered a case against the two, arrested by FBI in October on the charge of plotting terror attacks in India, under Unlawful Activities (Prevention) Act and for conspiring to wage war against the country.
American born Headley and Rana, a Pakistani-Canadian, were arrested in Chicago.
Once the chargesheet is filed against the duo, Indian security agencies are likely to press America the access of both for interrogation and subsequent extradition, they said.
ENDQUOTE=====================
Headley is apparently American-born. The subtext on picture of Headley says "He came from U.A.E (United Arab Emirates) on a tourist visa". Rana is Canadian of Pakistan origin.
This is likely to become a State dept headache.

Yes, HMG it is the beginnings of a massive headache for the State department. OR, it can be a fantastic opportunity globally with other democracies around the world. Here's why.
Apart from the individual going and getting trained, this U.S citizen and Canadian immigrant did acts of terrorism against another DEMOCRACY - and against a country that has evolved into a serious ally and strategic business partner to US in many ways.
So, now, the issue is more than just terrorism in the U.S.
If leveraged correctly, it can be used to clean up bad acts everywhere and to get more allies around the world. But if narrow viewpoint is taken, it may backfire. So, I can understand why we have no statement from the State department so far.
