Higher education cuts (expanded) (cannonfire) 7/24/2009

For decades, politicians have told us that lost manufacturing jobs will be replaced by jobs requiring further education. That was Dubya's standard answer, as you may recall.

I question whether those new jobs are actually there. I also question the wisdom of asking people who don't enjoy learning to go back to school. A lot of people on our college campuses have no business being there. (As the Subgeniuses say: "You know how dumb the average guy is? By definition, half the people are dumber than that.")

Those questions may now be moot. Here in California, the new budget deal has already forced the Cal State and UC systems to cull students.
In addition to increasing student fees, the CSU system also plans on reducing student enrollment. Over the next two years, student enrollment would be reduced by 40,000 students, according to Reed. The CSU has also reduced enrollment by closing spring 2010 enrollment for all CSU campuses.
Those non-students are still going to need jobs. So now what?

Like it or not -- and it pains every good liberal to say this -- but education is not the answer: We need a return of good manufacturing jobs. That statement goes against everything we've been carefully taught since Reagan was in office. It goes against everything you hear from folks like Robert Reich. Is there a population slump in California? I am wondering if the massive reduction in college admission reflect/follows population trend.. or if it will lead to glut of excess low education/skill/confidence labor and unemployment at low income levels.

I have given this issue some thought.

First, I think it is wrong move for a state system to make a disproportionate adjustment to percent of population that receives the privilege of college education. That should remain relative constant to positively increasing in general. Type of education/focus areas can shift to match trends and forecast of opportunities in the long-run, but not reduce education "seats" to match short-term prospects. This is not socialism.  The state-run college are in the business of providing education and if they were not, there would be some private colleges in their place.

Effect of creating education voids/RATIONING in the state-run system will result in creation of a new class of "education have-nots" that will become a longer-term challenge for the state.  It will lead to more immediate additional unemployment and under-employment and a greater reduction in the flow of money in the economy.. unless the assumption is that they will all be absorbed at higher cost private colleges.. which may not be a realistic assumption.

At individual levels, the worst likely effect of such rationing will be some resentment against the government for manipulating one's life.  It is the reverse effect of when you get a scholarship; you feel redeemed. Without the education, you feel cheated.. and that will be reinforced every day possibly for the rest of your life.

Now, why would a government want to do that to their people, their economy and their future?  They are simply being very myopic in their thinking.

I think it is a huge mistake to cull students. Most young people get bored with school but, an educated populace is essential to a peaceful and informed society. In some countries university degress reach upwards of eighty percent of the population. But in those places such education is considered a given, no one questions whether you will go to higher education the question is in what form. Yes, we can offer more trade schools but, I mourn the loss of liberal arts in every program for at least the first year.
