As to content, I thought GOP was more interested in cost control!  This is not one of the sections that I had issue with; my concern was more around Stupak impact and the Presidential assurances that have crept into the bill and how it makes many health care options not available to poorer women.

IPAB (Independent Payment Advisory Board) is expected to be a council of learned and judgmental men and women who among other things are also charged with regulating how much gets paid towards certain services.  Cost control is necessary at this stage given the demographics trends we are facing.  IPAB is not involved in individual health care decisionmaking.  So, it makes no sense for GOP to want to cut IPAB, AT ALL!!
