" Obama Administration Pushes Back on Abortion Claims

The abortion issue in the health care debate has mostly focused on how to prevent federal money from being used to pay for insurance coverage for the procedure. But in recent weeks, groups that want to outlaw abortion have sought to build opposition to the legislation by asserting that it would also expand the availability of abortions through government-financed community health centers.
The legislation includes billions of dollars in increased financing for the community health centers, which are viewed as a crucial to providing basic preventive care in many parts of the country. Groups including the National Right to Life Committee claim that the new money would be provided to community health centers without any restrictions on use of the funds for abortion, and some anti-abortion news outlets have publicized those claims.
But analysts say the claims are mostly false, and the Obama administration is now pushing back.
An internal Health and Human Services department memo maintains that the Community Health Center Fund established by the health care legislation would not change existing federal laws and rules, including the so-called Hyde amendment, that bar the use of federal money for abortions “except in cases of rape or incest, or whether the life of the woman would be endangered.”
