New Health Care Whip Count: 191 Yes, 203 No

By: David Dayen Sunday March 14, 2010 12:17 pm

Excerpt:

"

Raw totals on the flip:

Definite YES:
191 Democrats.

Definite NO:
178 Republicans, including Joseph Cao (R-LA), who voted Yes in November. He’s in the Stupak bloc.

Definite NO:
25 Democrats.

20 Democrats who voted No in November:
Bobby Bright, Mike McIntyre, Stephanie Herseth Sandlin, Walt Minnick, Artur Davis, Chet Edwards, Frank Kratovil, Mike Ross, Dan Boren, Gene Taylor, Larry Kissell, Dennis Kucinich, Collin Peterson, Ike Skelton, Jim Marshall, Mike McMahon, Charlie Melancon, Tim Holden, Ben Chandler, Health Shuler.

5 Democrats who voted Yes in November (confirmed Stupak bloc):
Bart Stupak, Marion Berry, Dan Lipinski, Kathy Dahlkemper, Joe Donnelly.

17 potential Democratic No-Yes flip votes:

6 lean Yes:
Jason Altmire, Bart Gordon, Brian Baird, John Boccieri (Clyburn Four), Scott Murphy, Betsy Markey

7 possible:
Glenn Nye, John Tanner, Suzanne Kosmas, John Adler, Lincoln Davis, Jim Matheson, Harry Teague.

4 less possible:
Travis Childers, John Barrow, Allen Boyd, Rick Boucher.

20 potential Yes-No flip votes:

5 additional Stupak bloc (Stupak-curious):
Steve Driehaus, Brad Ellsworth, Marcy Kaptur, Jerry Costello, Henry Cuellar.

15 other wary Democrats:
Mike Arcuri, Zack Space, Chris Carney, Mike Doyle, Paul Kanjorski (lean yes), Ann Kirkpatrick, Alan Mollohan, Nick Rahall, Dan Maffei, Bill Owens, Baron Hill, Solomon Ortiz, Gabrielle Giffords, Earl Pomeroy, Tim Bishop.

Democrats need 25 of a combination of the 17 potential No-Yes flip votes and the 20 potential Yes-No flip votes. So they need 25 out of the remaining uncommitted 37.

This is an excellent snapshot of where things stand. David keeps great whip count. I suggest reading the full article at the link.

I wonder if the "Other way" Dems are pushing for public option.  :) I see some familiar names in that list that I have been calling!!! :)

Oh Please!!!! Let the no votes stand firm today. I only hope out of those 37 that are undecided....they decide that this bill cannot pass as it stands and opt to vote no. I would rather go without the HCR bill for now than to have it forced down our throats as it stands.

Lord Please.......for once, let them listen to the PEOPLE!!!

The ads are running non-stop here for folks to call Altmire's office and stick by his previous vote of NO.

God, I hope he is listening to us.

Atimire voted no in Nov he better stick to that NO or lose his job. I guess he is tired of being in the Congress.  I hope this disaster doesn't pass.

Holy, Moly, Canoli!! LOL
This monster is 2309 pages long.  At 2098 pages begins the STUDENT LOAN REFORM!!!  Section numbers overlap and have no meaning in their overlap.  If I presented anything remotely like this, I would be fired! LOL.

Well, I am dredging through it.  God help!  LOL.

If anyone finds a succinct summary out there, we need it.  Please post. I have lost my source links for the comparative as I no longer have access to a site where I had saved it last Fall. So, if you have it, please post. Thanks.  Meanwhile, I will try to recall where it was and search for it.. There were 3 comparatives; I expect that the sources will have updated their comparative table for this bill with an additional column.  One of them sources where the comparative was published was New York Times.   I have kid duty so cannot do the wild search now.. but will once I get free-er.

I think they do have the votes except for one person who was absent yesterday and she was one who had voted yes before and they need her vote today.

Yesterday's speech by Pres.Obama was quite effective in convincing more Dems.. It was one of the most heart-felt speeches I have ever heard from the President.

If the Bill passes, I hope they continue to work on it to improve it and especially to include public option... in the years to come.

If it does not pass, it is likely dead Bill for the next 3 years.. and possibly no Dem will dare touch it in 2012; and it may stay unaddressed for 2016, when the only person likely to have the real gumption to propose something anywhere close to UHC is going to be Hillary Clinton.

Everyone is talking about rates going up under this plan. I think people are missing the point; rates will go up AT A RATE SIGNIFICANTLY LOWER THAN IF IT DOES NOT PASS.

Yes, I am confused as hell on the overall cost of the plan.

In reading the bill, I am not too concerned about the things being created. There is a major effort there to curb insurance companies and some closer look at doctor-owned hospitals to prevent "conflict of interest" (my words) in how they prescribe "care/diagnostics/treatment" (my words).

As to the process, the reconciliation bill is being passed first and then the Senate bill, so more Dems are comfortable with the Senate bill as the reconciliation is a given already.  The reconciliation fixes bill has to go to the senate but is protected from filibuster in the senate; more than 57 senators have signed paper committing to pass it. So, that is quite in the clear.

Very likely that this is going through today... may be tomorrow on reconciliation bill through the Senate.

I think the next step is to focus on what additional changes we want to see.  Ahead of that, I hope we can get a real condensed version of the bill+conciliation. I am still looking for it.... If you find it, please post. Thanks.

"Whip Count Shocker! “No” Vote Shifts/Politicians Lie!" (Investors.com 3/21/10)
Whip Count Shocker! “No” Vote Shifts/Politicians Lie!

Excerpt:

"
Calif. Rep. Loretta Sanchez will show up to vote, her office says. While she’s given indications that she’d vote no, she was a very late “yes” last November. Meanwhile, Virginia Rep. Rick Boucher, who had been a solid no until a few days ago, now says he’s “undecided.” There are 206 yes votes, 207 no votes along with perhaps 9 Stupak Democrats and 9 undecided Dems, Firedoglake now says.

Meanwhile, a noon Stupak press conference was canceled. There was speculation that the remaining pro-life Democrats were going to accept the executive order solution. They still might. Also, if Sanchez, Boucher and the other undecided Democrats vote yes, Pelosi would need just one more Stupak Democrat to get to 216.

Update: Stupak says he has eight members. But it's not entirely clear if that includes Stupak himself. That matters because eight Stupak Democrats opposed to the health care overhaul would leave no votes at 215. The general sense is that Pelosi will get her 216 "yes" votes."

Note: There is conflicting report on whether Stupak's group o f 6 (reduced from 12) is now supporting or not.  There is conflicting report on whether Stupak himself is now supporting the bill.
