Recall that he said recently that (now that both houses of the congress have passed some version of the bill,) reconciliation is an option provided things can be justified in terms of budget impact items. This was within the past week.

Well I never knew this - I'm sort of surprised that Clinton would have even thought of doing such a thing as reconciliation, he was always so good at uniting the country instead of dividing it, and he cared about public opinion.

Byrd is right, reconciliation sucks and was never meant to be applied to a bill like this. I know he's been on the record for months now saying he'd oppose such a process.
